RJCBF & OSAF Collaboration

The  collaborating foundations of the Dr. Ruth Joyce Colbert Barnes and the  Oklahoma Sovereign Arts Foundation have very similar visions and  missions which have a central focus in the following areas: scholastic  achievement, post and secondary scholarships, arts education (which  includes visual, performing and literary), civic & social awareness,  welfare, community revitalization, and healthcare lifestyle well-being.  We aim to change the fabric of our community with four key  initiatives:   

• Revitalizing Neighborhoods  
• Rebuilding Communities  
• Re-establishing Healthy Lifestyles  
• Reinforcing Educational Values

The Dr.  Ruth Joyce Colbert Barnes Foundation, Inc. (RJCBF) and its  collaborating partner the Oklahoma Sovereign Arts Foundation (OSAF) are  both  501(c)(3), non-profit organizations with a mission to support  education, art, cultural activities, health & wellness, and  community revitalization.
